Amendments to the City's Transportation System Plan to integrate transportation projects Identified by the Master Plan (Adopted by Ordinance No. 877 May 1, 2023)

What is the Frog Pond East and South Master Plan?
The Frog Pond East and South Master Plan sets the stage for Wilsonville’s next great neighborhoods.
Master Planning identifies the types and locations of the homes, parks, open spaces, streets, trails and neighborhood amenities to be built over the next 10-20 years. The extensive process also identifies water, sewer, stormwater, and transportation infrastructure needs and funding sources.
This long-term plan is informed by analysis of area housing trends and existing inventory in order to ensure the development of residences that meet the community’s future needs and provide home-buying opportunities for a broad cross-section of people who wish to live in Wilsonville.

To preserve green space, wildlife and habitat connectivity, and retain permeability, and mitigate runoff the City will use similar measures as elsewhere in the City including:
-preserving existing riparian areas with the City's Significant Resource Overlay Zone
-adding additional open spaces as part of the development, one of criteria for design of new open spaces relates specifically to habitat connectivity, particularly to existing corridors (See Wilsonville Code 4.113 (.01) D. 4.)
-requiring low-impact development stormwater infrastructure

Encouraging small homes is part of the focus of this planning effort. This includes consideration for single-level units that are accessible.

As with all development planning in Wilsonville, traffic congestion and safety is professionally studied by engineers and necessary mitigations are planned. This study will be completed and shared with the community, along with plans for road and intersection improvements, later in the year. A portion of the study looks at the likely routes, including rural roads, traffic from new development is likely to take.

One focus of the project is encouraging smaller footprint homes, including ADUs (accessory dwelling units), cottage clusters, townhouses, etc. to provide opportunities for those starting out, downsizing, or otherwise looking for a smaller footprint home.

The Frog Pond East and South Master Plan will set the stage for Wilsonville’s next great neighborhoods. The plan will establish the frameworks for zoning, transportation, parks and open space, and infrastructure to create a well-connected and inclusive part of the City. The Master Plan is being developed by City Staff, Planning Commission, City Council, and a team of consultants led by APG. The public will have many opportunities to be involved in the planning effort

The “Frog Pond Area” includes three distinct neighborhoods in the Northwest, Northeast, and Southeast corners of Boeckman/Advance/Stafford/Wilsonville Roads, as shown in the map below. Frog Pond West has an adopted master plan and is developing today – the East and South neighborhoods are the subject of this planning effort.

This plan will be created by a diverse range of participants representing the full breadth of Wilsonville community members and other partners. The City is intent on crafting a plan that embodies its goals for public participation and equitable housing outcomes. In order to accomplish this, the Frog Pond East and South plan will engage underrepresented and historically disadvantaged groups, those with limited English proficiency, and others who are often left out of important planning processes.

A great neighborhood starts with a great plan. There are many property owners and stakeholders in this area – the master plan will create certaintyand lead to a better place as it is developed.
Housing opportunities, especially more affordable housing choices, is desired. In order to achieve this, the City will be looking closely at housing costs and what can be done to create more affordable options.
This plan will be created in collaboration with the community – Frog Pond East and South will be built on input from the diverse Wilsonville community.
This plan is required by Wilsonville’s ComprehensivePlan as a first step prior to annexation and development.
