Housing Our Future is a project to evaluate Wilsonville's housing needs for the next 20 years and to identify actions the City can take to help meet those needs. The project’s goal is to identify policies and strategies to provide local housing attainable and sustainable for you, your neighbors, and future generations.

The City has made significant recent progress in housing planning, including the Wilsonville Town Center Plan, Frog Pond master plans, the Equitable Housing Strategic Plan, and policy updates to accommodate a wider variety of housing types in Wilsonville.

Housing Our Future includes two key components:

  1. Analysis: The project will examine data and talk to community members to better understand unmet housing needs. This analysis will consider changes in population demographics (such as age, income, race, and other household characteristics) and information about increasing housing costs to help the City understand how to accommodate population growth and housing need for the next 20 years.
  2. Strategies: After the analysis, the City will develop near- and long-term ideas to meet the needs identified. The strategies will be informed by discussions with community members.

    After nearly two years of analysis, outreach, and discussion, the Housing Our Future project will conclude this spring with work sessions and public hearings at the Planning Commission and City Council.

    On Wednesday, April 9, 2025, beginning at 6 pm, the Planning Commission will hold a work session to review and provide comment on drafts of the Housing Needs and Capacity Analysis (HNCA) and the Housing Production Strategy (HPS). Based on input received from the project Task Force, along with direction from Planning Commission and City Council, these documents will serve as the City’s guidance for housing planning and propose actions that the City will consider over the next six years to support identified housing needs.

    On Monday, April 21, 2025, beginning at 5 pm, the City Council will hold a work session to review and provide comment on the HNCA and HPS drafts.

    Public comment is not taken during individual work sessions, but may be presented for consideration during the period of public input at the beginning of Planning Commission and City Council meetings.

    On Wednesday, May 14, 2025, beginning at 6 pm, the Planning Commission will hold a public hearing regarding the Housing Our Future project, and will consider whether to recommend to City Council adoption of the HNCA and HPS.

    On Monday, June 2, 2025, beginning at 7 pm, the City Council will hold a public hearing regarding the Housing Our Future project, after which it may make the final decision.

    The City of Wilsonville is hosting an online stakeholder open house on April 4, 2025 from 10-11:30 am to discuss the Housing Production Strategy (HPS), a six-year action plan focused on expanding housing options and improving affordability. This event is an opportunity for housing and service providers, and other interested members of the public to learn about Wilsonville’s housing challenges, explore proposed policies and programs, and share your input on the City's proposed actions.

    At this meeting, the Task Force will review the final list of actions to be included in the Housing Production Strategy (HPS). Prior to the meeting, Task Force members will receive the finalized list along with implementation details, including how each action, along with existing policies and programs, addresses housing needs and meets state requirements.

    The meeting will provide an opportunity to refine these details, finalize implementation steps, and discuss key partnerships and funding considerations. This discussion will help the project team compile the final HPS document, ensuring the proposed actions are practical, well-supported, and ready for implementation.

    The second Housing Our Future Task Force meeting will build upon the first session, focusing on Wilsonville's Housing Production Strategy (HPS). At the meeting, ECONorthwest will discuss housing needs of people living in Wilsonville in more detail, providing more context to the unmet needs. They will also present an overview of Wilsonville's existing housing initiatives and introduce potential new strategies for consideration. The goal of these strategies is to encourage housing development and preservation that meets the needs of Wilsonville residents with a focus on low and middle-income households, individuals with disabilities, those experiencing homelessness, and historically marginalized communities. During the session, members will have the opportunity to discuss these strategies, ask questions, and suggest additional approaches. Subsequent meetings will provide more opportunity to discuss the strategies and evaluate each strategy's potential to address the housing needs identified in the Housing Needs and Capacity Analysis.

    City Council and Planning Commission will hold a joint work session on the Housing Our Future project on July 15, 2024 at 5 pm. The work session will be held in Council Chambers at City Hall. The aim is to ensure members understand the findings, as these will form the basis for future discussions on potential policies and strategies to address identified housing needs. During the meeting, members will have the opportunity to flag any major concerns or potential issues they identify with the analysis approach or assumptions. Ultimately, this initial meeting will prepare the task force for future discussion of housing strategies by equipping them with thorough knowledge of the technical analysis.

    On Nov. 8 at 6 pm, the City of Wilsonville's Planning Commission is hosting an online Community Conversation on housing cost burden. This discussion is to be focused on the challenges residents encounter in finding and accessing affordable rental housing in Wilsonville. More than half of renters in Wilsonville pay more than they can afford for housing and are considered cost burdened, with 27% of renters considered severely cost burdened, spending at least half of their income on rent and associated housing costs. This reduces the ability for these households to pay for other expenses (including food and medical care) and/or save for larger expenses.

    This meeting informs the Housing Our Future project, a study examining housing needs in Wilsonville to identify policies and actions the City can take to increase access to affordable housing. To help the City understand the challenges residents are having in securing affordable housing, especially affordable rental housing, this meeting provides a forum for residents to share their challenges and ideas to help the City make affordable housing more attainable.
