Stormwater Stewards Recognition Program
The Stormwater Stewards Recognition Program was designed to acknowledge individuals and businesses who have been exceptional in the management of stormwater facilities on private property. Whether residential, commercial, or industrial, the City of Wilsonville relies on property owners to do the bulk of the maintenance required to meet the requirements of our National Pollution Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit, allowing stormwater discharge from the city limits into the Willamette River. Properly maintained stormwater facilities not only reduce pollution in runoff to local streams and rivers, but they also help with the bottom line by avoiding possible flooding damage or disruption from facility underperformance or failure.
Recognizing entities for their stellar stormwater management efforts highlights a commitment to environmentalism, sustainability, and regulatory compliance. It is the city’s goal that this recognition program will promote positive environmental impact across industries and neighborhoods, helping foster an ethos of best management practices and stewardship of local natural resources.
Categories for recognition:

FAQ
1. What is stormwater management and why is it important?
Stormwater management refers to the approach used to control and direct rainwater and snowmelt runoff from impervious surfaces. Best management practices are employed to reduce flooding, erosion, and pollution in a given drainage area or basin. In the case of Wilsonville, this involves systems designed to collect, store, and treat stormwater before it is discharged into the Willamette River and/or its tributaries. Effective stormwater management is important because it contributes to the health of local waterways and the livability of communities at large.
Benefits of stormwater management:
- Flood control: Prevents large volumes of water from overwhelming drainage systems
- Pollution prevention: Reduces the risk of pollutants (e.g., oil, trash, chemicals) entering rivers, lakes, and eventually, oceans
- Habitat protection: Helps maintain natural habitats by preserving naturally occurring hydrology (water quality and flow)
- Groundwater recharge: Infiltrating stormwater can replenish aquifers that supply drinking water
2. What is an impervious surface?
An impervious surface refers to any material or surface that does not allow water to pass through it. Essentially, water can't soak into or be absorbed by these surfaces, leading to runoff. Common examples include concrete, asphalt, and certain types of roofs or pavement.
3. What is a stormwater facility?
A stormwater facility is a structure or system designed to manage rainwater and snowmelt runoff from impervious surfaces. These facilities are built to reduce flooding, protect water quality, and minimize erosion by collecting, treating, and percolating rainwater down into the soil column. Water can be temporarily held in basins or ponds and then gradually released, or it can be filtered through vegetated swales and soil to remove pollutants before it reenters natural water bodies.
4. What role do local governments play in stormwater management?
Local governments typically establish regulations and guidelines for stormwater management, ensuring that developments implement proper measures to handle increased impervious surfaces and stormwater runoff. They may also maintain and upgrade stormwater infrastructure, monitor water quality, and conduct floodplain management. In the case of Wilsonville, local government also appreciates and recognizes a job well done!
5. Why is exemplary stormwater management important for the community and the environment?
Entities with effective stormwater management practices help reduce pollution, prevent flooding, protect water quality, and safeguard natural resources. This positively impacts local communities by improving public health, preserving wildlife habitats, and maintaining clean waterways. Recognition raises awareness about the importance of stormwater management and encourages others to adopt similar measures.
6. Why is stormwater management important for homeowners?
Stormwater management is important for homeowners because it helps control and direct rainfall or snowmelt to prevent flooding, erosion, and damage to property. When rainwater is not properly managed, it can collect around a home’s foundation, causing water infiltration, mold growth, and even structural damage over time. It can also wash away soil, damaging landscaping and gardens.
Additionally, improper stormwater management can lead to water pollution, as runoff may carry debris, chemicals, and fertilizers into storm drains and local waterways. By managing stormwater effectively, homeowners can protect their property value, prevent costly repairs, and contribute to the health of the local environment.
Some strategies include creating proper grading around the home, installing rain gardens, or using rain barrels to capture water. These measures can help reduce the burden on the city’s MS4 too, which benefits the whole community.
7. Why is stormwater management important for commercial and industrial properties?
Commercial/industrial properties often have disproportionately large impervious surfaces (like parking lots, buildings, and roads) compared to residential properties. Without proper stormwater management, this runoff can cause flooding, erosion, and significant pollution, affecting local water quality, infrastructure, and the surrounding community.
8. What are the benefits of effective stormwater management for commercial and industrial properties?
- Flood Prevention: Proper stormwater systems prevent property damage from flooding, reducing the risk of costly repairs and downtime.
- Regulatory Compliance: Many municipalities have stormwater management regulations. Implementing an effective system ensures businesses comply with local laws and avoid fines associated with code compliance.
- Environmental Stewardship: Reducing pollution and minimizing runoff demonstrates a commitment to sustainability, which can enhance a company’s reputation and appeal to eco-conscious consumers.
- Reduced Maintenance Costs: A well-designed stormwater system reduces the long-term costs associated with repairs, flooding, and infrastructure damage.
- Increased Property Value: Properties with a well-maintained stormwater management system are often more attractive to buyers or tenants, increasing their market value.
9. How does recognition benefit a recognized entity?
- Improved Reputation: Recognition showcases the entity’s commitment to sustainability and environmental protection, enhancing its reputation with customers, investors, and the community.
- Increased Marketability: Entities recognized for exemplary stormwater management can differentiate themselves from competitors, attracting eco-conscious customers and clients.
- Employee Morale and Pride: Being recognized boosts employee pride and morale by demonstrating that the organization is making a positive environmental impact.
- Regulatory Benefits: Recognition can help entities demonstrate their compliance with environmental regulations and sustainability goals, potentially offering leverage in dealing with regulatory agencies.
10. Can recognition for stormwater management contribute to an entity’s long-term success?
Yes, recognition can contribute to long-term success by building a strong reputation for sustainability, increasing operational efficiency (e.g., reducing water usage and flood damage), and attracting environmentally conscious consumers, investors, and partners. Moreover, businesses recognized for their commitment to environmental stewardship often experience greater resilience to regulatory changes and environmental challenges.
